Dear President Bush:
On Dec. 31, 2007, you signed the Sudan Accountability and Divestment Act into law. We applaud this important action and now call on your administration to quickly and completely implement this important new law addressing the dire situation in Sudan.
The United Nations recently reported that the government of Sudan is again targeting civilians in Darfur as part of a deliberate military strategy. Now, more than ever, we need to put economic pressure on Khartoum to end the violence they are perpetrating against their own people. It is estimated that the government of Sudan uses up to 70% of its oil revenue to fund its military. This oil revenue is generated mainly through foreign direct investment. Federal contract prohibition and support for state divestment will help to increase pressure on these foreign companies helping to fund the genocide, which will, in turn, put pressure on Sudan to stop the killing.
The federal contract prohibition provision of SADA is only effective if it is properly implemented by April 29, 2008. It is important that the White House ensure that implementation of the provision is executed in a timely and comprehensive manner.
Mr. President, we ask you to fulfill your promise and make peace in Sudan a part of your executive legacy. Please implement SADA by April 29.
